As far as I understood unactivated wins this month meant the last 30 days. If somebody has older unactivated wins or multiple wins you can always report them - if they haven't previously been punished they get suspended and you can get reroll.

It is phrased horribly. If the winner served suspension already and 30 days have passed since his suspension ended, then he fully served his time and you can/have to send the game. But the rule-breaking can go as far back as the Big Bang. If they were never caught, you still get your reroll. I just caught a guy an hour ago with a 2-month-old infraction, but he was never punished for it until now.
If the winner broke some rules within the past 30 days or not a full 30 days have passed since he served his time, then the reroll will be granted.

Not exactly how it works, talgaby. If the winner broke the rules within the past 30 days it doesn't matter if he already served his suspension or not, you will get your re-roll regardless. If the the winner has broken the rules longer than 30 days ago and hasn't served his suspension, the giveaway will be re-rolled, too. Only if the infraction is older than 30 days and the suspension was already served you will have to hand out the game despite the rule-breaking.

What I do is if they have EVER had any rules violations, new or old, I'll submit a reroll request with the knowledge that if the person has already served their punishment for those crimes, the request will be denied and at that point I'll happily give them the game and move on with my life.

I've never had any problems with winners not activating the games I send them, at least as far as I am aware.
All I care about is that the winner acknowledges that they received the game. Any rule breaking on their part is between them and Staff. I have better things to do than go around policing things here.

What obligations or expectations are on a giveaway creator to check before sending a key to a winner? I understand that winners need to activate their won games and not win multiple copies of the same game. But the support ticket reasons for requesting a new winner specifically calls out unactivated wins "this month". Does that mean in, say, June (i.e., the last 13 days), or for the past 30/31 days? (And there isn't a reason for multiple wins of another game, so I shouldn't check that?)
I understand that some games don't show up correctly, and sgtools keeps a whitelist for them. What would be the appropriate step to take if a winner has (sufficiently recent?) unactivated wins that aren't (but maybe should be? how would I know?) on the whitelist?
