The Steam Summer Sale is set to begin on June 25, and end on July 9, according to SteamDB developer Pavel Djundik on Twitter. That website is very rarely updated. SteamDB is correct, their sources are basically devs with games on Steam sharing the info Valve sends to every dev.

No, but it used to be a pattern that some Russian developer leaked the date before the official announcement (it has been like that for many years), but for the past two or so years, it is always some Chinese developer doing it. It is just interesting that the roles were taken over on Steam (and in the world, in many other places).
