You can do it if you take it upon yourself to monitor who has access to your giveaway. You must be sure that your winner will be able to activate the game. Support won't help you, won't do a reroll if the winner happens to be from outside of South America. So either choose and invite users to your private giveaway, or make a closed invite-only group.

you cannot. well - in truth you can, BUT if someone outside this region enters and wins - you still have to deliver. You won't get a rferoll request approved and will end up with not received on your profile.

What about adding the information to the giveaway that this is for region restricted game, like some add the link to promote some greenlight or community? It should be every members duty to read the description before entering.
And basically you can deliver a region restricted gift to anyone, all they can do with it is to add it as gift to their inventory, which is still gift delivered.
If this is not working then you can probably make yout own group and make a group giveaway for region specific members in steamcompanion.

Adding the game to inventory and calling quits is not allowed. The winner must activate the game on his account. If you send the winner a region-locked gift, he won't be able to activate it on his account. This is a violation of one of the basic site rules and will result in suspension. Adding a warning to the public giveaway is not allowed as well - thousands of people are going to enter your giveaway, only a small percentage of them will be able to activate the game. Support won't grant a reroll request, so you'll end up getting a suspension for violating the rules.

Well, you could create a private giveaway here and send the link only to South American people. I mean, you create a thread where people tell you if they want to enter, you check if they're from South America and then you send them the link. I know it's too much work, but I think it's the only possible way to do so.

I think it shouldn't be so complicated, everyone is supposed to read giveaway description and rules!
If this isn't allowed then it could be taken as racism or similar. What if russian or CIS region players want to make a giveaway? They can now only buy region locked game gifts in steam, no legal way around it. Im sure there is plenty of different region members who would be more than happy to have a chance for those region restricted gifts. Basically it is same as contribution limited giveaway, only that you will have to decide yourself if you should enter or not.

Russians are doing just fine with private/closed group GAs. And allowing region restricted GAs in public section will tempt some people to use proxies to activate the prize (which is against SSA and therefore against this site's rules).

There's no such rule. Forcing everyone to read giveaway descriptions is impossible.
As explained above, the only way right now to create and join region-locked giveaways is to create them for a special invite-only Steam group that's limited to a specific region. You do it at your own risk - both giveaway creator and winner must be from the same region and must follow the basic rules of the site - giveaway winner must be able to activate the game on his/her account.

You seem to have put your finger on the problem. Most people don't read the site rules, much less the giveaway rules, and as for giveaway descriptions, sometimes I wonder why we bother to write them.

Thanks for the reply guys i know reg-lock was againts the rules. But i asked because all stores are reg lock now so maybe that rule was going to be a bit flexible about this. But i know some users will join even if they arent from SA and if they win that wont be fair for them.
Anyway i found a SA group if i join i can gift there without worry if the winner cant activate the gift. So i going to wait and giveaway the gift in that group

if it's a public group you cannot be sure ;p In Poland public group over 1/2 of ppl are not from PL - and there's been situations of non-polish winning region-locked copy - and like said before - no reroll in such a situation, you may be in group called your contry name, you may write it's restricted in GA description - and still if someone from outside wins you have to provide him with region free copy.
