in situations like this i would like to see 100$ cap for entering SG raised. At least twice or triple.

Once you allow calling out you open the floodgates for mistaken identities, hatethreads etc. If you have a problem with someone you go to the professionals like police or lawyers not onto the streets calling out people's names. Meaning you report it to support and let them handle it.

You enter into steam profile through SG profile, so how can there be a mistake ? On SG you see, how many games won, and go into profile to check if activated. So where is the place for error here ? Clicked recieved, game not there, bum.

Actually most cases of multiple non-activation turn out to be the winner either trading away the games or regifting. And in this case, the OP is actually mistaken on the count of non-activations, the guy actually has 3 of the wins activated. Based on my preliminary investigation, it looks like it may not actually be an alt - but since I don't have the right permissions to view a lot of things, it's been forwarded to the mods and admin to investigate further.

Just better hope nobody is as dumb as me if we go with that. Was sending out some games last night, checked a winner and noticed he didn't have one of his wins on his account so I asked for re-roll.
The re-roll was rejected because the game in question hasn't been released yet and won't show up in people's libraries until launch day or nearer launch day. I totally forgot the game isn't out until later this year when making the ticket.
If I'd have been allowed to call out I'd have looked like an absolute idiot.

we saw what hapens where there are soft rules
look at regifters, ae they playing fair ? and waht will happen to them ? 1-2 week of suspension, if the mod will see the ticket (mine oldest is pending for ove 2 years if i see correctly)
Many ppl play fair and must wait loooooong for collecting games worth 100$, what about them ? why 100$ limit and not 50 ? why not 150 ? What about ppl who do not earn in dolllars ? in my country we earn 1/4 of westerners do, how it is fair wth us ?
There will be always some1 who gets hurt by rules.
Now at free weekends a person can make dozens of accounts and whill stop them ? Many probably did.
How CV is fair for poor ppl ? They can wait, the sam way with raising entry fee here.

Too bad you had to say "pls don't answer" because now I have to :P. As a dutch person I know all too well about the effect of having too many rules. The Americans for example forced us (admittedly we have weak politicians and no political weight in the world, not sure why) to make our drug policies a lot stricter than they used to be and look what happened, more people started using drugs.
The fact you earn a 1/4 of what westerners do is not really a good argument imo, as most products we buy (food, clothing and other stuff) is a lot more expensive over here as well. I could also argue it's unfair that Polish workers come to the Netherlands to get a job and with the money they earn they can live like kings in Poland (let me point out I have nothing against them for doing that) but it's not really relevant. Also the Greece situation is hardly comparable.
I'm not saying I know better than anyone else (wait, actually I do :P), I just don't think your solution is the one to go by.

One guy won my giveaway, but I noticed that he didn't activate any of 9 games that he won. So, I checked his steam profile and found his real acc in friend list (with all games from his smurf). And looks like he have more than one alt account. So, should I send gift to him or not?
