Can you buy a bundle for the first time during happy hour and get the extra keys? I thought you need to buy at least one copy before happy hour starts.

During HH, the price of the bundle goes up significantly. It can double or triple in price. You can buy during HH and get extra keys, but then you don't save as much money. The whole idea is to get the first bundle cheap, and then even cheaper ones later for the best deal if you're buying multiple copies. The longer you wait to buy the first bundle, the more it's going to cost you.

You can buy the bundle during the Happy Hour deal even if you haven't purchased it yet, although you'll only get 1 extra bundle. If you bought the full bundle during the first 24 hours it's announced, you'll get 3 extra bundle copies when you buy another full tier bundle during the Happy Hour. You'll get 2 if you purchase it after the first 24 hours but before the Happy Hour promotion.
So basically, if you're trying to hoard keys, it's best to buy a bundle when they first announced it and buy it again during the Happy Hour promotion.
