it'd be nice if instead of getting removed from the list, picking games that steamgifts has decided can't be given away here just led to a page listing possible reasons you can't give that away here. the way it works now it's actually pretty easy to create a wrong giveaway by mistake. if you do something the user doesn't expect (like not include a game in the list) then the best way to prevent them from doing something you don't want is to catch them right there and explain what's going on.

And still people would make giveaways for one game and giveaway another like what happens now.
What should be done is leave the games in the list, put a couple of little star by them with a note right on that page that any game marked with ** has been given away free but can still be given away but will receive 0 CV and to enter will only cost 1p
But even with this suggestion, there will still be people who make giveaways for the wrong items but it would cut down a lot as it would not give them an excuse of "I couldn't find it in the list"

The system should be changed to allow games to stay on the list after a mass key give out, but remove the contribution value and the buy in cost. This would allow people who didn't get keys during the mass give outs to get the game, while still solving the problem of people trying to level up with free keys.

maybe creator tried to giveaway Particula key that he has for free from some source and haven't realized, that the game is not available for giveaways by a reason.
there are quite a lot of "Dead Bits (Soundtrack)" giveaways, that are actually giving away the base game key, "Pixel Puzzles Japan" instead on "Pixel Puzzles UndedZ" and so on.
so i do agree with both comments above: do not mark the game as received until you get valid key for the game specified in the GA.

I almost fell into that trap once, wanted to make a GA for some of my Particula keys, and just pressed okay on the first game that came up since the name was so close. On the confirmation page the totally different picture tipped me off before ending up with a support ticket.

Report creator with "Fake giveaway" ticket. Particula keys were given for free and some greedy users are still making fake giveaways with others games in a title :-/

The giveaway creator could have not known the rules or made a genuine mistake, but the most common cause of mislabelled giveaways is people just trying to farm CV with free or beta keys. :-( As said above no matter what the cause is tell the giveaway creator what he has done wrong give him a chance to provide the real key, if not wait a week and mark unreceived and report.

As others have said, it is best to contact the creator and ask him about it. If he doesn't give the correct game, you have two options.
The first option is to mark is as not received. This is the easiest one and doesn't require much effort.
The second option is far less common and requires a bit more effort. In the event that you believe it to be a genuine mistake and you can come to an agreement with the creator but he can't give you the correct game, it is possible to request the giveaway to be removed. This requires consent from both parties involved and takes some time, but if it's a genuine mistake and you do not want to punish the creator over that, it is an option.
I had a similar situation before where I was the only person in a giveaway (it was a DLC for a guide and the time limit was too short, so he wouldn't get CV for it), so me and the creator talked about it and decided to redo the giveaway with a longer time limit (still won in the end though). The original giveaway was subsequently removed after we both submitted a ticket.

DO NOT contact the giveaway creator after 24 hours. Maybe several of his giveaways ended at the same time, so he has a lot to check before sending the gift. Or maybe he was away for the weekend. Or maybe... or maybe...
The 7-days-window exists for a reason. The FAQ clearly states that winners should wait before contacting the giveaway creator.
