he probably want to use in an office environment. hence can't install anything.
If thats not the case, i would suggest Zenmate Chrome extension. One click proxy...

Make an account with Hola or some US proxy and then you can use it for 14 days. After those 14 days, you connect with proxy again and then for another 14 days you need no proxy, it's an endless cycle I do for about 2-3 years.
You need to connect from the "US" every 14 days for free accounts, but then you can use it without proxy.

Yeah man, sorry about that, I'm surprised myself. I was using that website for quite some time and it's gone now. Well, it was a nice ride while it lasted. I loved it, had my own playlists there, you could like and dislike music and turn on a feature that would automatically keep adding new songs to your current playlist depending on what kind of music you already had there, what other songs users liked who liked the same song like you and many other cool features. You could find there almost everything.

Youtube blocked?
Well then this may not work, but worth a try.
I use Streamus Chrome extension to listen to songs. The playlist can be self made. It uses Youtube as a source for songs. It only streams audio. It also syncs with google account, so u can add your playlist at home and then use it in the blocked network?

You can try goear
http://www.goear.com/
You can upload your own music files, listen the music upload by others, and make your own playlists.
I made some Playlists to ear while I need concentration :P
And you can use the app for android and appstore if you want to ear music from your mobile/tablet.

also try 8tracks.com, While not custom, but you can find songs according to your mood. You can make an account and upload your own songs too, to make a playlist

If you want something like grooveshark was, you may want to check music.163.com. They have huge free data base with high quality records (320kbps here vs 96kbps in deezer) but the only drawback is that you may need to use google translate sometimes.

Which website would you recommend as a free "online music player"? Youtube is blocked, and I want custom playlists => no radio.
PS: Not much but anyway... http://www.steamgifts.com/giveaway/tuVaB/world-of-goo
PPS: Thanks everyone! I picked pleer.com
