From my understanding of the business world, buying over a bankrupt company will buy over their assets and their debts as well. They should, by contract or by law, either (1) pay the debts of the previous owner, or (2) the previous owner will have to use the profits from selling the company to pay off the previous debts.
Still, it all depends on how the contract laid out, between the owners, and between the devs and the previous owner.

I recall this isn't the first time they have changed ownership. They started out as a promising, more inclusive indie alternative to Steam but lost the catch up game, and then they were eclipsed by itch.io on the indie front. I wonder how this latest change will play out for them.

itch.io is very flexible about payments. You can choose whether to charge a fixed price or do pay-what-you-want (per game), what percentage of the money from each purchase goes to itch.io (from 0% to 100%, default is 10%), whether to receive payments immediately or have the site hold them and pay you in bulk quarterly, and which currency/payment provider to use. I've never heard of anyone not receiving their money from itch.io purchases.
Additionally, it's even easier to put your game on itch.io than it was to put your game on Desura. You also don't have to download a separate program to download games from it (there is a Steam-esque game management platform for itch.io, but it's optional, think like GOG Galaxy), and there's a section of the site dedicated to hosting game jams. Sturgeon's Law is in full effect for itch.io games (even moreso than on Greenlight, and we all know what Greenlight's reputation is), but imo shovelware is an acceptable price to pay for making game development/distribution more accessible.

By the time I bothered to check it out, it had started to fall apart, so I nope-d out of there. Most of the stuff I know is secondhand.

It's like the 4th time Desura switches hands in a period of 5 years. If you know the slightest about economics and business, it means their trust rate is completely through the floor and will keep hitting new lows unless the new owner provides a complete turnaround. OnePlay is a somewhat decent venture but their client is absolute and complete crap (they use... ugh IE 7 or similar to render their pages, super bad UX too).
They already lost trust from the developers, and everyone gladly switched to the superior alternative that's www.itch.io, which are completely open source (which shows transparency), with a great leadership and mission. It's already getting a lot of traction and it's only a matter of time until they turn into a serious competitor for the best client.
