Many newcomers act like they act: clicky
Some of them just don't care about rules but also I suspect that most of them do not have the habit to find out how actual page works or even they doesn't know what FAQ is.
And then you-know-what, everyday threads about: what is steamgifts, whats P, what is CV, how increase my points, I waiting for game whole day, someone give me region locked key, first world problems... etc and many more.

Because Steamgifts is based on a many important principles I suggest creating a slightly pushy way to reach newcomers with informations about local rules. All of this for the common good :-)

What can we do for newcomers and what they can do for us?

1. permanent pop-up with FAQ reminder, every time you log in, for circa one month after initial registration
2. require new users to take a quiz about some of the most important rules here before they can join GAs
3. no access to forum or anything unless you pass the FAQ test
4. that's bad idea, we can't stop here. this is bat country

6. I don't care about newbies (theres a little FAQ tab at the page top, that's just enough)

Hm, I think part of the problem is that people who join the site don't even realize there are rules. If you were new here and you saw "FAQ" you'd probably just think "Nah, I don't have any questions. I don't need to look at that." (talking about ppl who just come and regift or give to a friend or something) I feel like it should say "Rules and FAQ" or something like that.

As for how to get them to look at it/notice it in the first place... A test seems a bit much especially considering how much information there is in the Guidelines & FAQ. Maybe option #1 reminding them to look at it and telling them failure to abide by certain rules may result in a suspension or a ban? Not sure about 1 month thing..

On the "Create a giveaway" page, a link to the FAQ and a reminder that you need to personally provide either a gift copy, a key, or a redeemable link for the game you are creating the giveaway for should do the trick for most people. A popup for an entire month is a bit overkill, and may dissuade people from using the site.

I wouldn't mind having everyone take a quiz before they can use the site. Would cut down on alot of questions.

It wouldn't help. People don't tend to look at the FAQ until they get banned.

as long as the rules are full of "should" instead of "must" or "may not" the users really just see them as a genral guideline (even the topic is named "guideline") instead of actual rules. related

I've already talked with cg about this and he said he didn't want the rules to sound to harsh.

This is also not a bad idea. As always, the problem is the implementation of this kind of improvements.

Besides all, one of the issue is language barrier and for part of internauts/steamgifts newcomers always will be.
