I made 3 giveaways for DotA 2, and while 2 of them carried on perfectly, in the last one the winner isn't accepting my friend request so I can't send him the gift. I'm also afraid he will mark my giveaway as "not sent", even if he eventually receives my gift.

What can I do? How do I protect myself against this?

I'm quite reluctant to sending gifts though email actually, at least giving them through Steam gives me a proof I did it correctly.

Just keep an eye on the guy and if needed ask support to force 'received' status if he does redeem it, or something like that.
I doubt it'll be your problem though, you opened a forum thread beforehand, so you got some basis as to why he wouldnt have to mark as not received.

Make sure you have some sort of proof you've sent him gift via e-mail. Save it and if he doesn't mark rec. status, contact admins and they'll deal with him.

You know, you really should check out your winners before you send them the gifts. Both of the winners that show up have won multiple copies of games before.

Even if I "check" them, what do I do? They are legitimally the winners of my giveaways.

One does not simply get reported for being lucky.

There's such a thing that we all can use called rerolls...
And yes, they should be reported (I have already done so) if they've broken SG rules so blatantly. And winners can be rerolled if they've broken site rules, among other reasons.

-.- Easy: Go to their Steamgifts account, browse through their wins & see if they have won the game before. If so, reroll. If the win wasn't immediately recent (past 7 days), report. If not, go to their Steam Profile page and click their games list (All Games). See if they have the game there. If so, reroll & report. If not send the game.

You can report them through support. That way they'll be suspended.
