I've seen a lot of reports (on Reddit) over the last few weeks of bundle discounts being completely broken. So no, not just you.

Hm... that's new to me. But of course, nobody should buy anything before checking what they are actually buying for which price.

My understanding of this is it depends on the bundle; some are set up to give you a discount for owned games and some aren't. I checked the price for Borderlands Handsome collection and my price is still lower than the regular price because I own some of it already(easy to check in an incognito window). Steamdb has a page for this; the ones marked "must purchase as set" do not give a discount for owned games.

I had no idea. When did they start doing this? I haven't come across such bundles before a few weeks ago.

Do additionally reduced prices for game bundles on Steam, which include titles/DLCs that you already own, still show up for you with an even more reduced price?
Example:
There's a bundle offering TransOcean 1 + 2 for a combined price reduced by 22% to 35.08€, instead of 44.98€, which you'd have to pay when buying each title separately.

In the past bundle prices would drop even more, if we already owned titles which are part of a bundle. Even if that's only one title, its price would still be receiving the bundle discount (in case of the above example 22%).
A few weeks ago I've noticed the issue for the first time but thought this was only a "hiccup" of the page, not bothering with it. But now I came across the TransOcean example...
I happen to already own TransOcean 1 but as you can see in the screenshot below, the price stays the same - just at what I'd have to pay for, well, what's in the bundle originally. Furthermore I can only buy it as gift.

So I'm wondering if this is only happening to me or maybe only to people in the Euro zone or if it's the same for everyone and this is the new way things are and we can't profit by getting bundle offers instead of buying titles separately anymore for cases like this? Did I miss something?

As pointed out by psenough and gennessee, Steam now apparently has bundle that have to be bought however they are - already owned titles are not removed. genessee has also provided a very helpful link where you can see which bundle is which category, in case you're curious: https://steamdb.info/bundles/
