Basically you're still treated like you've committed a crime for giving away a game in a bundle. Here's how you beat the system. Buy discounted DLC that hasn't been bundled, do a giveaway or multiple giveaways for it. Not worth the effort imo but easy to get around. So people get less games from you but you rank up really fast. Expensive DLC that's on steep discount, go nuts when you see it. Most DLC never gets bundled but you should always check first.
For instance, The Walking Dead 400 days is 1.24 regular value is 4.99. Buy five copies for 5 bucks you're credited with 25 dollars towards you level instead of just 5. Isn't manipulating the system fun for everyone? Not sure it hasn't been bundled before, I'd wait until they start showing what has and hasn't been bundled list again. Seriously, who has the time to keep up with that garbage? But, I digress, that's the cheapest and fastest way to max your level if you care.
Save your actual games you want to give to people for other places that don't treat you like a criminal for giving games away. ;)

Do you see a difference between getting 0 CV and getting full value of a 90% discounted rate? No cap, buy a 1 dlc when it's 90% off normal price 10. You're good to go folks, buy a bundled game anywhere full price, you get nothing, nada, 0, zilch, after a arbitrary cut off point.
