There's some frustrating thing that has been happening since 2 months or so..check image
I got this when trying to activate keys from Indiegala giveaways, dlh.net giveaways, a recent giveaway that I won and ended up marking as "not received" and a random other key...
Just wanted to put this here to know if anyone else is getting this? because this didn't use to happen before.

My guess would be because Steam is, by law, not allowed to do business in your county (Syria?).
I could be wrong, and if someone is willing to elaborate on what I'm trying to say here, go for it.

No that's not the reason, because that random key is a Story About My Uncle key and it's not blocked here.
Betrayed the game that I won isn't blocked here as well.
Also, Humanity Asset was free on Indiegala a few days ago isn't blocked.
So, that's not the problem.
"isn't blocked here" = I can open its Steam store pages normally.

But if it's something done by the company itself to block keys that are bought in other regions/countries in this particular region/country, then that won't help at all.

I pay for games at a real store and get them as gifts from the store owner ._.
In other words, I don't use the market/store AT ALL.

There's another way, buying a Steam wallet card and activating it with vpn/proxy to be able to purchase stuff from the store directly.

Yes yes it is since by buying a steam wallet code and using a vpn/proxy to get around region restrictions is a way to get your account terminated. As per the steam SSA

"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, we may terminate your access to your Account."

Yes you would. Steam just asks you if you are staying in russia. You dont have to use a VPN to get a russian IP adress, right?
So if you are in russia and connect via a russian ISP you get a russian IP and with that IP you get the russion storepage and russian price.
There is no need for a VPN if you are in that country.

Same thing happened with one of my giveaway winners. I contacted Indie Gala, since that's where I bought the game from, they said they'll contact steam support to see what the issue is, but nothing so far. It's been about 2 months, and giveaway winner does not care to contact support himself, so I pretty much accepted that this giveaway will be marked as not received.

That makes no sense though. I'm living in the middle east currently. I have had keys ( bought from steam and other stores) and also gifts that I have activated here without any kind of problems.

The only issue I have had is that I can't use my Tera account or play vindictus over here due to IP block.

EDIT : Okay, so from what I see, the OP is from Syria (?). Maybe he has problems due to sanctions imposed on his countries and Steam being an US company may be prohibited from doing business over there.

In that case, shouldn't you tell the giveaway creator to re-roll rather than mark it as not received, since it's obviously not the giveaway creator's fault that you cannot redeem the key?

Of course, there's the fact that the giveaway creator can't make sure you haven't given the key to someone else. Not sure how you should proceed in that case... maybe contact the SG support through a ticket to explain it?
I just think it would suck if the giveaway creator would get a negative giveaway feedback when they aren't the cause of the issue.

The giveaway maker added me on Steam and we both contacted support. at least I did.
Support said that we have 3 options:
1-me marking as not received. 2-him provide a working copy. 3-me accepting to delete the giveaway
after I told the giveaway maker this, he ignored me for a day I tried to start a helpful discussion several times that day..
. Then, I said "okay, then I'll probably mark it as not received" and it was only then that he replied with "Okay.".
So, yeah... it's not my fault that that happened and I was more concerned with the issue than him.

And if the issue is not with the keys being provided, he would have purchased a second copy for nothing.
The screenshot shows that the product itself is not available for your country, not that the key was bad.

You are effectively punishing someone for something that is not within their control.
Waiting for a single day is not really being patient. People have lives to live, and they can't always place steamgifts so high on their priorities as to check in every 24 hours.

I think you handled this pretty badly, shunting your frustration off on the giveaway creator where it was not their fault.

First of all, this wasn't the issue that I made this thread for and I wanted to answer everyone's possible questions with that comment.
But anyway, that "one day" was after a week of the giveaway's maker adding me on Steam, so he had a week to try and do something about it.
I didn't punish anyone for anything, the only thing that I was angry about is that he wasn't interested in solving this problem like asking for a reroll/delete and he even suggested some solutions at first that were against the rules of SG...

So, as I said before, I'm sure that I handled this the best way possible and asked support for help, but I can't just go ahead and ask the support to delete/reroll a giveaway that I didn't make...

You did the right thing; he was clearly being difficult. If someone isn't willing to talk about reasonable solutions than they deserve the not received. Hopefully this embargo doesn't last too long, so you can enter giveaways without stresses like this.

There was another Syrian guy who made a thread a month or two back and had the same problem. Steam is not going do business with you currently at the sayso of the US government.

From what I remember he tried VPNing some steam wallet and even that got locked.

You might want to stop entering giveaways.

Had it recently with a ROW copy of Sleeping Dogs i won here, trying to activate the key in german steam always resulted in the error from your image. I checked steam.db, found out Sleeping Dogs was removed from store, assumed that was the culprit - and shrugged it off as bad luck.

Sleeping Dogs and some other games like Wolfenstein can't be activated in Germany, at least as far as gifts go. A while back I got a Sleeping Dogs Definite edition to giveaway here and there was a message in the gift that it couldn't be activated in Germany.

Or you can try using VPN. I nvere did that, so I don't know how to do this, but I heard other people did that. But before considering it, check if it's safe to use in your country and all, I don't want you to have problems because of me.

I wouldn't use a VPN also, but I think you need to decide how to handle this situation moving forward. If you can still activate some keys then it makes sense to continue and join giveaways, with the expectation that the occasional failure will require the giveaway creator to ask for a re-roll. But if all key activations fail then it's probably best to postpone giveaways (and purchasing) on hold for now and focus on playing what you already have in your Library.

In any case, whitelisted for sympathy Feel free to join any of my giveaways :-)

I got the same error trying to activate the game Risen 3 I won a couple of months ago. It was the only time I encountered this error though. I never had any issues trying to activate keys on Steam. The giveaway creator was surprised, because the key wasn't supposed to have any region restrictions and he gave similar keys from the same batch in previous giveaways, all without issue.

Some games have really strange region restrictions. For an example, some "ROW" keys for Killer is Dead can not be activated in the Scandinavian countries (there are two entries in the database for it), for some strange reason. While SG covers the "common" region restrictions, it's up to the developers/publishers to decide if they want any strange exceptions.
Sadly, Syria (where the OP is from) seem to be almost universally restricted at this point in time.

It's a shame the use of VPN's and proxies is frowned upon even in a case such as this, wherein the restrictions aren't for monetary reasons, or tax reasons, but almost wholly political, and driven by censorship. Those are the people who benefit most from such services. But I do understand the need for such restrictions (Steam's anti-vpn stance, not draconian censorship laws).

Its probably because of your country. Steam is not allowing any transactions from there and you have to suffer for that.
