I have a Zonitron Production 10 Games Pack from an old gleam GA that I don't need. It have it.

One of two cases, you either got a bad batch of keys and should ask for them to be replaced to the site you got them from or the winner just scammed you out of three perfectly fine keys (check the guy's history on SGtools).

It's a game that's been given free before, someone bound to have an extra key.

Winner could just as well be giving those keys to alts or friends, you never know for sure.

Where did you get the keys?
Try and contact support from the site you bought them and ask them to revoke those 4 keys and replace them for you. Tell them you tried to gift the game to a friend and he couldn't active those 4 keys and that it said they were duplicate.

...and that's why you don't make giveaways on steamgifts for free keys. Some of the sites which give these keys recycle same batches over and over and ofc people end up with dupes.

..or you can get it on steamtrades for ~100 gems but then you risk the same outcome.

Also, if by any chance your keys weren't freebies, you actually paid them, ask for a reroll, with a reason that your winner might be fucking with you (activating on other accs, etc).

the winner might be not lying at all, if those keys were given away for free they could be duplicated or invalid.
or maybe the guy is so sad he's farming 9 cents with cards (woooo he's gonna get rich).

if you wanna try i can give you one and see if the winner can activate it, i don't need it.
