Recently since my last gift purchase when I did a giveaway. I don't see the can't play in a certain country warning anymore.
I think Valve change that since they are now aware about the people going to different country thing. Which is the region locking
of games to a point you can't play in a certain country is quite stupid actually.
But the region restricted gift is still there but there is no additional restriction now.

no, it's true. and it's a maximum of 3 months. in some cases it happens quicker. this does not apply to games with specific tags (like onlyallowrunincountries), but it does apply to the typical russian gift that is locked by default. i never tried it myself, but read a lot about it and have several friends who tested this successfully.
i was always tempted to try it out. but i always think - what happens if they change that within those 3 months? ^^

Valve also logs hardware id, so they can easily catch if you logout from US and then 10 seconds later are suddenly in RU using same PC.

You will never be able to activate them with a german ip, but you would be able to play these games right after you have activated them with any ip. If these games were geolocked games and therefore wouldn't be playable with a german ip, then these would become playable after 3 months, too.
Still, you would have to activate them with a non german ip.

Not if he's got NA keys. I'm German and bought that bundle via TOR back then. When I found out that I couldn't active some of the keys (SR3, Killer is Dead and Riptide respectively) I tried to trade them off with a UK trader, who couldn't activate them either. However, they just worked fine for an US trader. Also, people told me that keys bought in Europe, worked even in Germany.

That deep silver bundle was a complete mess with the weirdest region locks. Glad I didn't buy it :)

Well, normally yes, but Deep Silver's a special case. They got NA+ROW and Europe keys for some of their products. And even though it says, NA+ROW it basically means NA+everywhere that doesn't have it's own keys. I'm fairly certain that Americans also can't activate a key bought in the UK. Funny enough the Dead Island GOTY key (also NA+ROW) worked fine for me, even in Germany. I just had bad luck using a TOR relay in the US, because otherwise I probably could've activated them all. As fas as I know there's no activation lock for any of these gmes, they're just not being sold to Germans.

Yeah, older EU keys are region free for Derp Silver. Never games EU keys are locked to EU, so I don't think there's any region free keys for those. (ROW keys for Deep Silver can't be activated in EU, but are fine elsewhere)

I wonder if this is not as much against TOS as using a VPN would be. Of course, I only activate my locked games when I'm on vacation abroad and valve can be sure that I most certainly won't ever use a vpn.

Depends which keys you got. I assume you got NA keys, so yeah, you can't activate them in Germany.

well, for (Riptide and "Killer is Dead"), the problem's just finding someone who sell them.

Hmm...I got the keys from a friend in mexico. I asked him, because usually mexico does not have censoreship. I was able to redeem Dead Island GOTY and Saints Row 2 (uncut) but not the 3 games mentioned above.
Well, we will see. Hope I will find a solution someday :)

Yeah fairly sure, Mexico gets NA+ROW keys too, which work pretty much everywhere except in Europe - so the problem's not tied to Germany this time. I had exactly the same problem when buying mine over TOR using an American relay.
Anyway, all you can do is either trade off the keys for something else activate them via VPN (and risk your account) or maybe
ask your friend in Mexico (if you trust them enough) to create an alt account for you and activate the keys over there - which is probably
still risky but less so than using your own account.
