That doesn't really seem fair to the one incredibly rare soul who might want to really give those DLCs away, so it seems like a bad way to do things.
If you mark a win as received when you didn't actually get it, you run the risk of being flagged for non-activated wins, so if people are deliberately doing that I think it's probably fine to report them for it. The winner should be marking it as not received and reporting the GA creator for misleading/free game GAs, but we don't live in a perfect world.

Most of (both) of these are being hidden behind private, group, and region locked giveaways, where the average person can't investigate and report them.

I don't suggest removal or bundle it, but something needs to be done, a guy today complained that he won a giveaway of Two Worlds II Velvet Edition but it was only the base game, which he already had (Two Worlds II is another game given away for free).
I guess people figured this way of exploiting the site and are spreading the word.
People are simply making giveaways for free games that has editions with DLCs (or the DLCs itself). So bundle Pirates of Black Cove DLCs won't solve the issue.

The bundled list is updated manually, so I think they could put whatever they want in there.

Yeah, I agree it wouldn't be fair. My point was just that if they wanted to do it, they could. They could put Fallout 4 in there if they thought it was appropriate.

I suspect this will have terrible consequences. I already see problems with people posting old keys that they don't actually know the status of--if people are encouraged to store keys for 6 months, this will only get worse.

How to fix:
1) Ask one of the top people here to let SG borrow their steam accounts
2) Filter the list of games which are bundled/free before
3) Tie all DLCs associated with the filtered list above. If it is, require the giveaway creator to enter the key on the giveaway creation page before it gets show in public
4) Test keys on one of those borrowed accounts
5) Ban hamma on those who obviously have fake GAs

Because we know what people are like, and they are marking them received even when it's just the base game. It's not really appropriate to get full unbundled CV for them.
Same with the Chaos Domain I mentioned in my last suggestion thread. These are still being listed as the soundtrack DLC, people are still marking them received, and still getting 100% full CV for them. Of course almost none of those are real either, despite the claim in my last thread from one guy who said one of them was.
