If they have lots of unactivated ones, yes. And by lots I mean double digits. I just managed to get a successful user report of 14 unactivated wins, even if they were several months to 1+ year old.
But if it is only a few, chances are, support won't really have time to get to them. There are enough user reports probably as it is. Try to get the (active) really big ones, if you really have time and in the mood to hunt them.

I reported someone who didn't activate 7 out of 8 won games and the user report has been pending for 2 months now... I feel like reporting isn't gonna do anything anyway.. which is kinda sad in my opinion.
(Yes, I know there are many of them but still...)

Don't give up on rerolls for your new winners though. They will always be processed quite quickly.

I reported a couple of users, both of which got suspended. Admin took less than a day to process both (and we're talking reports from the last week). I've also just reported another person. In all of these cases, I've seen a win (or 3) be regifted within minutes of the win (and then the game not activated) . . . could be coincidence . . . probably not.

I think if people stop reporting it's only going to get worse.

It could be the obvious regifting that made them quicker to respond, who knows.

We know SG isn't perfect, but Admin have given us some tools to use. If we don't use the tools to report people, we can't really complain. My view - even if only one report is actioned by Admin, that's one less person trying to take advantage of the good folk around here.

I haven't seen any support people asking us not to report this sort of thing, but on a practical level you could be waiting months for anything to happen. And If it's for breaking rules last year, they have probably already been suspended for it...

Since re-roll requests are handled quickly, you might want to try inviting every rule-breaker you've caught to a private giveaway, and then submit your re-roll requests until they are all suspended. Mostly kidding. :)

I don't know a solution to the problem, really. :(

I suspect people with old non-activated wins waste everyone's time with each new win, since we ordinary users can't see who has already been suspended for breaking the rules, and who has managed to get away with it. Giveaway creator checks the sgtools thing, sees the winner has broken a rule, asks for a re-roll, support person sees they have already been suspended for it, re-roll request denied. :)

Having someone's wins show "person has already punished for this, you don't need to report it" would help with that, but I believe it goes against the "no calling out" rule. :) Maybe it's possible to automate the process, so when you request a reroll due to non-activated wins, you have to select the wins you're reporting, and if they have already been punished for those, it automatically declines the request. I dunno. :)

I think people with non-activated wins could just buy the game and save everyone a lot of time, but it doesn't seem to happen very often... :)

there is always a chance they already paid the price if you feel better you can blacklist them and never have to deal with them ever again , i wouldnt report them if i saw that they stopped this behaviour everyone deserves a second chance

There were people I've reported for regifting that were suspended but the regift wasn't removed from their profile. Up to you if you want to report them just to have the CV removed from their profile or not. I'd say let it go, so support can deal with current regifters.
