Two Weeks Marked Not Received

so i gifted a key to a person and they marked it as not received. they wont add me on steam and my report has been pending for two weeks.....

Did you give him the correct DLC or the one that was free from Humble Bundle, as someone asked here?
If you didn't give him the proper gift, he has every right to mark it "not received." ;)

payed 12$ for it. even if it was not working or the free dlc, they made no attempt to contact me. think they even blocked me on steam.

If you can prove you purchased it (probably by screenshotting the purchase or receipt) and prove you sent it to the winner, you might be able to get it marked as received by support.

Yes, providing all the proof you can that you purchased the dlc and sent it to the winner.

Not an user report, you need to make a "Request Received Feedback" ticket if you want it marked "Received".
You should also refrain from creating a thread about any issue that involves another user, you can adress any question or concern to support via the "Other" ticket category.

This. Understand they might be picky about proof of purchase and delivery, as some people probably do attempt to create fake proof.

There is also likely to be a significant wait, most tickets about getting giveaway feedback changes tend to take a long while.
