If you send someone a 1$ tier gift will they be able to BTA (at the locked price you bought it for) or buy highest tier from the gift page you send them?

No, if you buy it with the gift option the payment amount can't be boosted later.

However, if you buy it regularly and don't claim the page you can just give someone the link to it while still retaining the ability to increase the payment amount. Just make sure you are logged out when you make a purchase or it may auto-claim the page on your account.
