Does SteamGifts support giveaways for the Saudi Arabia + UAE regions?

Also, do you get CV from doing these region restricted GAs?

Not yet, see the left bar here. But it should get added soon.
Same rules apply to region restricted GAs. Minimum 5 entries for group and invite only GAs together CV. AFAIK there's no minimum entry limit on public GAs.

But some people will get salty because the region locked games are cheaper than ROW and it still gives the same CV.
