I don't have the first episode, but it's allowing me to enter. I guess for this game, it's not considered DLC. o.O Meaning you can have it and then buy the first episode later, I guess. Is that ok?
I think it is a known SG bug that sometimes allows people too join DLC giveaways without owning base game. It's because Steam database problem or something. If I were You I'd make sure it really doesn't require base game so You won't have problems in case You won.
Hmm... I tried to buy the pack on Steam, and it said:

That being said, I would buy the first episode right away if I won this here... But it is against the rules to enter for DLC for games you don't own. But is this technically DLC? :/ I'm not sure if I am especifically against the rules, in this case.
Unfortunately (for You) it is DLC and You HAVE to own base game to be eligible to enter. It's a known bug that Steam database (which SG uses to determine DLCs etc.) is bugged for some products and allows people to enter DLC giveaways for games they don't own (because it "doesn't know" they're DLCs). That's why I'd suggest You not entering this one but entering the base game giveaway.
