Edit: The level 2+ makes it a bit hard to share, but I've heard horror stories about people trying to scam for keys, so I really don't want to deal with that. All my giveaways will have a minimum of level 2 from now on.

So far I had no problems with my giveaways. Everyone activated the game and marked as received. But many of my giveaways are private which also helps a lot, since people on the forum usually know how the site works.
Well, except that one time when I created a giveaway for a spare Insurgency and hid it so well that only 2 people found and joined it. That in itself wasn't a problem. That the winner won a 2nd Insurgency and activated that other win was. So I asked for a reroll, only to discover the other one also had insurgency by now. So I was left with a giveaway and no viable winners. RIP giveaway slot.

I normally do Level 2 GAs for the same reason you stated above. Even at Level 2, I had to re-roll an invite-only GA recently due to a winner having multiple wins of the same game and never activating either.
EDIT: I might add that support was really quick, they had my re-roll done in a few hours after making a ticket.
Indeed, it's also one of the reasons why I don't use the SG key system to deliver games; instead, I prefer to add people on Steam and send there, so I can double-check via chat interaction. =)

Also, I'll feel guilty for adding someone and never talking to them.
I won't delete them either cause I like to make things awkward like that.
