Add some info to the both giveaways about the possible problems with Germany. Then after the giveaway has come to an end ask the winner is he/she is from Germany:
If yes, ask for a reroll (and tell the support that they really should add some option to exclude regions since it is a problem in some games).
If not, then everything goes fine ^^
If the winner lies or doesn't respond... well you should send the gift then.
Had same problem with Dishonored and the key was unable to be activated in some countries. Everything went fine, some commented that it's a shame that they live in those regions etc but at least the winner was not from those regions.
I remember reading that some games (don't know which) can't be purchased in certain regions, but you could activate and play a gift of the game, if someone from a different region bought it for you. Guess I just don't know enough about the details...
Yeah, I don't know about this thing. There are some games even on Germany which can be gifted like you said. It is really a shame to limit people like that; I don't really think that the people mind swastikas etc that much, especially if they are looking to buy the game themselves!

Well, I've read your entire post and some comments. At first I was not entirely sure about the purpose of these giveaways, but now it seems a tad more clear to me. It is certainly ironical, if not contradictory, that someone who has given away no games complains about the system and his inability to use all his points. I cannot say much myself, as I have only given away some bundle leftovers, but hey, at least I am not complaining (and my ratio is still inferior to 1 :P)
Well, I was hoping someone would get upset at being teased, and make a quick crap giveaway so he could get even with me by trying to win all my giveaways. :) But I don't know if it's going to work... :( And I don't want to hurt his feelings, just give him a friendly poke... You know, hey, it's been three years, what are you waiting for? :)
There's a lot of great games in bundles, only the crazy people give away expensive stuff all the time... :) Good luck... :)
