Though I believe you're misinformed about the restriction from Germany. While it has been restricted from Germany and Japan when this game was released on Steam, the restrictions now are lifted (it even was longer restricted from Japan than from Germany). Nowadays there are 3 different packages (one regular and two old ones that were the pre-purchase packages) and none of those has any restrictions (unless it's a gift that was bought in a cheaper region).
