Hey, as you are new... I will give you some tips and clarify some things as you might not know them(I think if I was new etc. I would appreciate this..)...
1) Someone already said about region restrictions.. But in-general you can't gift games to regions where the game costs ~10% more.. (for example, if you are in Russia the game cost 1 eur and basically you can only gift it to other russians mostly.. )

2) This game has reduced CV meaning you will get only 15% of the value (50 * 15% = 7.5 CV)
When you create a giveaway it has a red asterix on the right of the game name.

" * " Reduced value towards your contributor level.
" ** " No value towards your contributor level.

So if you just wanted to giveaway the game and wouldn't feel sad that you didn't get full value onto your level, all good. But if you did... You could delete the giveaway while it hasn't ended yet...
