All DLC or packages including DLC do that, since SG can't read DLC ownership.

According to SG staff, the only way to check is to add the individual as a Steam friend, at which point it'll show up if they own it or not on the DLC's store page.

Giving away DLCs is kinda a pain in the butt :X

Another problem with DLCs that I've read about here is that some DLC (they were called Expansion Packs back then) require the base game to play (or even to activate on your account? Not sure about this part.), such as the Quake and Quake 2 expansion packs. I've seen some giveaways here and they've all had warnings about it.

The main problem is that Steam doesn't say that the base game is required, so a lot of people enter the giveaways without knowing any better.

Expansion packs have a slew of problems.
You can't enter for the base Company of Heroes 2 game, for example, if you own either standalone expansion [presumably because the base game counts as <base game> for validation, while the standalones count as <base game + DLC>].

So while Steam doesn't properly report DLC ownership, it also can improperly report base game ownership instead. :'P
Another component of that is how DLCs in packages don't count as owned, so the entire package doesn't..
..but if the package doesn't list the DLCs as entries (darn lazy publishers), then it only reports the package as containing the base game, meaning if you own the base game, you can't enter.

And then there's like a dozen other rarer glitches that pop up time to time [ex, nested DLCs (where a DLC requires another DLC) which confuses the heck out of everything].

But yes- as far as the immediate topic: Recognizing that you're putting up an expansion pack can save you a fair bit of grief, in letting you warn away people from entering.
However, afaik, expansion packs always properly show up in library without having to add the individuals as friends, so at least you avoid that hassle of normal DLCs.

Unfortunately, some people don't read the descriptions so they would enter the giveaway even though they wouldn't be able to play the game.

That is true! I read the comments, as you can get into secret giveaways that way! Plus, it's nice seeing what the creator posts about (sometimes they would like a joke or a .gif rather than the ol' Thank You posts).
