because of that, I wrote "don't enter for DLCs"
I don't know any way to check whether someone has or has not GotY/DLC of any game, do you know of any? that would be helpful for next GAs ;)

I think you cant prevent them from entering but you can go to there profile and check which games they own :)

if you simply check, what they have you will only know they have the base game

Yes, I know how you can check this: Add the winner on Steam, then go to the store page of the game, add the GOTY upgrade to your cart, choose "Buy as gift", then choose "Send my gift directly through Steam". Steam will provide you with a list of all your Steam friends and it will tell you who already owns the item you want to purchase.
(Edit: don't forget to remove the item from your cart when you're done checking ;) )

But what I actually wanted to tell you: not only people who already own the base game can enter for the DLCs, but also people who own the full game (like me) are able to enter here. So double caution might be at hand :)

Huh? No need to change the rules this time, with this method you can check if your upcoming winner owns the DLCs or not. Somehow I'm having a feeling we slightly misunderstand each other ;)

I mean, that those who wanted to enter, but decided not to enter because of my "not for DLCs" rule, will not check this GA again. So, I don't want to change rules of this game. I want to be fair. ;)
I will give this game (GOTY) only to someone who does not have ME-SoM at all. but from now on, in case of other GotY GAs, I will allow entering for DLCs only, because now, thanks to you, I know how I can check what I need to know before sending my gift ;)
