Infinite is pretty stand-alone. You really don't need context from the first two Bioshock games to understand it. Though there are a few moments that call back to them, it's far from necessary to have played the originals and all-in-all they have slightly different feels from Infinite.
Both for the giveaways and for the words you said in your post. It's important people hear it in the most unexpected places if they're feeling down or suicidal.
Bottom line... region locks are far from being a definite science, it's subjective to the store, publisher, bundle history. Don't beat yourself up if you can't sort them out; trust me: no one can.
