This version is not region-locked. However, this is the Eastern Europe version without French, Spanish, German and Italian localisations (English, Czech, Russian, Polish included). Also there may be possible conflicts with DLCs purchased in other regions, but since this is the Ultimate Edition that would not be a problem in the near future.

No, and since it's a gift there should be no problems. It's the retail codes that can cause issues.

As for gifts not causing any problems - unfortunately, that is not correct. Take Darksiders 2 - if purchased in Russia or any CIS country the gift can be given to anyone but it can only be activated if the user is located in Russia or some CIS country.
