Just leveled up to 10 ... got over 2000 games for my steam account.. and my birthday is January 19...

Problem is .. I have entered period of poorness because of xmas and new year party and gifting.. so only a few small gifts....

Like wany1981 already said: W:TNO ROW was region locked for Germany and Austria by Bethesda and can therefore not be activated while using a German/Austrian IP.

If you use a VPN to hide your IP and then activate the game, you have to wait another 90 days to be able to download/start the game with an German/Austrian IP. Thanks Volvo!

no the product can't activated in Israel and Japan. You can activate it in Germany but it says you can't play it.

you can trust me if I said it is possible ;) ( I had already the ROW Version as a gift and there is the Info from Steam that you can activate it but you can't play it)

Dude, I live in Germany and I'm an admin of the above mentioned group (that is all about censorship, region locks etc.). I don't throw around with arguments, I have evidence to prove what I'm saying.

You may had a ROW version that wasn't region locked several months ago, but the status quo is that it cannot be activated, nor played when trying to activate it in Germany. The topic about W:TNO in our forum is huge and always brings up the same fact: It's locked!

I hear of at least one person every week (and it were dozens right after the release) that is trying to activate and/or play the game (or any other game that was equipped with the "prohibitrunincountries"-tag) and was not able to do so due to the lock.

And like I said, once you activate the game via VPN, the start lock will disappear after ~90 days.

So if I get this correctly normally I shouldn't be able to activate it (I live in Germany). However if I activate it now (I'm in Spain for some time) it will work and after 90 days I'll be able to play it in Germany?

Yes, you should be able to activate it from Spain as long as it's a ROW gift. Check this thread (preferably post #1 for more information.

You will, however, not receive the ROW version when you use the Steam store while being in Spain, because of the fact that shop regions are now bound to the user account directly.

Ich kann dir nur sagen wie es bei mir war. Und da wäre es möglich gewesen die ROW Version zu aktivieren. Es gab lediglich den kleinen Zusatz von Steam das es in Deutschland nicht spielbar ist (und das ist ~ 1 Monat her)

Des weiteren würde ich keinen VPN benutzen da es mir das Risiko niemals Wert wäre dadurch den Account gesperrt zu bekommen.
