Restricting the GA to a certain level because you earned it by giving away games you didn't need and could afford to give is the same as spending to increase your level. When a dev can afford to give thousands of keys away to select only those privileged few who can afford to spend the money anyways(consider you at 14k games and me at 8k games and hundreds given each) and how strange it would be to restrict those who can't afford and are looking for a new game to play but don't have the money to buy it, or resources to increase their level to qualify for the ga. OP is a champ imo for going public level 0.

You are fighting the wrong dude, buddy. Check Steam profiles of those who are 0. They are dump mostly. 1K+ GAs are too attractive for them to be ignored. They are not gamers, nor collectors. They are scalpers. Not all, of course, but most of them for sure.
