Just curious, why would someone with a GOTY edition joined for a non-GOTY edition? That's messed up O_o

For game collectors maybe, sometimes I also collect various game titles myself. I don't know why Bethesda is still selling the two titles at the same time, but who knows if this gets pulled from store someday.
Technically they are two different games on Steam anyways, so I will not re-roll when winner has the GOTY version.

I'd understand if someone with the non-GOTY enters the GOTY version but vice versa? They're the same game, with less content O_o

Different people win games for their own purposes and as long as they follow SG rules (no trading/selling/regifting) I consider them legit.
From my own experience I won Deus Ex: Human Revolution and it's the non-Director's Cut version which is removed from store, and by the time I won I owned the Director's Cut version. It's been extremely hard to find the non-Director's Cut nowadays, and that was the actual reason I entered that giveaway. Also I bought Metro: Last Light (non-Redux) when I owned the Redux version because the non-Redux is removed from store.
It's Steam, everyone has their own thoughts about what games to get on this platform, so no hard feelings :)

If you mean Fallout: New Vegas Ultimate Edition, it's probably because of a glitch with the Steam API.
Fallout: New Vegas's appid is 22380, while the Ultimate Edition uses a weird number - 2028016 (which is 7 digits). If you check the Ultimate Edition's appid on SteamDB you'll find nothing, but its sub contains the base game (22380) and other DLCs.
