I don't see why not? It gives someone the opportunity to win both (similar-ish) games from the same developer. I don't see why you should necessarily have to separate something just because you can.
I may be wrong, but I don't think it's technically allowed since it would artificially inflate the CV.
Mutant Mudds Deluxe can't be given away because it was free at some point.
Xeodrifter is on the bundle list, so CV would increase by 15% of that game's price (so $2.25). However, this pack wouldn't be on the bundle list, so the CV would increase by the full retail value ($20).
EDIT: I swear I looked earlier and didn't see Mutant Mudds as eligible for giveaway. My bad.
If the pack does get added, then it doesn't really matter too much, though some may still see it as against the rules for various reasons (pack, even if added to bundle list, would get a little more CV than just Xeodrifter and that little extra CV is coming from a "free game").

You are right it is negligible, but if you think about it he didn't get it for free anyway so it is a moot point. This is assuming that what you said is correct though. As I said, Mutant Mudds is on the giveaway list and I don't recall seeing it for free.
If all elements of a Steam package are on the bundle list, the package itself will retroactively get on the list at some point. So even if this one is not there, it will go into the bundle list.
And yes, you are allowed to make a GA of a package even if it is not one key you have but all elements in it separately.

Exactly, which is something some people here obviously don't understand because of their shortsightedness. Maybe the giveaway creator would like both to go to the same winner? If I were creating a giveaway for Mysterious Island 1 & 2 I would probably do it as the bundle, despite the fact that I may be able to separate them. It makes sense and it's nice for the winner to win both at once. Similarly the same can be said to apply here.

No problem :) I just think people were too quick the start with the inquisition without thinking it through.
I would have to say you aren't though. This bundle should get added to the 'bundle games list' too so it isn't an issue.
