Ah you know, Steam is using IE and doesn't know that the Soviet Union ceased to exist... Borderlands 2 is region restricted as well, even though I have to pay the full price (for this as well, 9,99€ instead of the Russian price of 2,68€)

With Enhanced Steam you can see the prices in every region, that's why RU got it's own region lock (people used to buy a lot from Russian traders)
Regarding your above comment, there are only a few games that are region locked like that...
