Funny thing is, I'm from one of the countries who couldn't enter this giveaway, and yet I can't enter ru-cis region giveaways.

With Enhanced Steam you can see the prices in every region, that's why RU got it's own region lock (people used to buy a lot from Russian traders)
Regarding your above comment, there are only a few games that are region locked like that...
