So I guess they weren't granted because they had already served a suspension? (Is there any other reason?) It's always seemed like a flaw in the system, although I understand that leaving a "permanent mark" indicating suspension served isn't terribly desirable either.
Yeah, they were already punished because of it. But I had cases where I got rerolls for unactivated wins from few months back in SGv2, so I always report them anyway - there is always a chance that someone wasn't punished so far.
But sad thing was that GAs were for 5 lvl users - I thought that if I make GAs with that high level I won't have so much rule breakers and people like them will care about unactivated and multiple wins. I think I will shift into making forum SGtools GAs because of it.
As side note - I had case in this GAs batch where my reroll was denied. I showed key to the winner and they hadn't activated it in few days. Curious of reason I checked their profile to see "pernamently suspended" (it for sure stated pernamently, not "x days remaining") so I started to fill in ticket about ability to delete one entry of 3 copy GAs so that I won't be stick with "avaiting feedback" to the rest of my days on this site. But in the end I hadn't sent it. When I checked they profile the next day they were unsuspended. That was weird xD
Just within the hour I had two public GAs (lvl 1 and lvl 0) expire, and the lvl 0 guy with a 0-to-53 ratio had an old unactivated win. Sure enough, "The suspension was already served and his latest infraction didn't occur during the last month, so his entry is still valid.
Thanks for checking."
Blacklist and move on.
That is weird about the reverse permaban-- maybe the ban was in error or the reasons later disproved?
They still didn't activate games and have multiple wins, so this reason is still "valid" :D
I've got no idea why it looked like this. Permabans are something which isn't given easily so this was really weird situation.
And even if I understand why they have "past month" rule I don't fully agree with it. Most of these unactivated games are for few cents bundled games, so there aren't any big obstacles in cleaning up profile.

Sadly it doesn't mean much for rule violators, in my last 30 keys public GAs I sent 7 reroll requests and only one was granted.
