Check if winner has the DLC in account, it even shows in library, because when I did a giveaway for DLCs of this game and I even warned in description to check if you have it before entering, some idiot still entered and I had to reroll, and giveaway was lvl 4, so at lvl 1 you will find more cases like this, probably.
