Yes you can. It's up to the giver's discretion if a giveaway includes multiple items (such as this one, where it's a game + DLC), even for public giveaways. According to the FAQ, you can allow it or disallow it. If the winner already owns part of the prize, you can ask for a re-roll or not.
So, you're right that you can't stop someone from entering (because the Enter To Win button will still function), but it's up to you if the winner gets to keep it if they already have the base game. In these cases, people will ask. Often the answer is 'No', which is fine, but sometimes the gifter allows it. That's why we ask. ^_^
