You can't activate in Germany because you are fighting agains Germans.
Steam doesn't sell and activate games which are banned in country.

I don't know why but Borderlands 2 was banned in China while I was living there.

Also you can't buy Operation Flashpoint Red River in Turkey because you are fighting agains Turkmens.
