May I ask why? What's so bad with getting a "not received" mark once or twice if you cannot find a replacement? Why shouldn't members know if there's a chance that this GA will only temporarily reduce their points with no guarantee of getting the game? It's not like you are going to get suspended.

But as you said If key not work try to contact first, and I will check again. Maybe I copied wrong key, maybe I have replacement... etc...
If we can't contact and discuss the reason (I think mostly region lock, or user recognize that he owned a revoked game or DLC. Bundled keys mostly work... I said that after sent ~3000 GA's here in SG). I have only few not received mark. I can't contact them, or still not SG members, or just simple idiots. If he mark it as "not received" your level will not increase on SG. You can create ticket to admins if you want and blacklist unwanted users too if you want.
Your level won't increase if you delete too. And it won't decrease either. So that's why I don't understand why many users request deletion. It's not like you will have consequences for one or two bad keys.
In another view why we need any admins to delete these GA's? If both of us agreed that the key is not working why the deletion of the GA is not automated? In groups points also matter, and SteamGifts Tools also watch this I think. So sometmes better if you have good status.
That'd be a long discussion to have. :)
Nonetheless, since the system works like that, I don't see any reason to hide non-delivered keys by deleting GAs. Especially since there are no consequences for it.
