The most famous numerical system that only uses two numbers is the binary numerical system. If - is a number higher than , we can try to use the following parameters: - = 1 and = 0
Hence, 1 - 4 3 -> 0 1 1 4 0 3 -> write 0 once, write 1 4 times, and write 0 3 times -> 01111000 -> x
This was hard, well done:) Was slowpoking on number 4, but then i suddenly understood that it was the coordinates :D I even understood your tip only after i was able to find the answer, it was the biggest tip you could possibly give :)

Thank you for the giveaway it was very fun and i love puzzle.But i couldn't found answer to 4 although i understood it was a coordinate but cant find the answer so brute forced the letter. Can u explain how to solve 4?
Thank you for the reply but the part i couldn't do is converting sentence into the exact coordinates, i tried google maps but in every try i get a point in a different ocean :D
It took me a while to understand that this is coordinates, than 5 minutes to spot minus in the begining, but i expected that there can be something in the landscape that looks like a letter :)

I interpreted this differently, with
011403 -> I I IV III -> 0001000, etc.
because I is a symbol and V is a symbol, so I changed I to 0 and V to 1

Open google maps, insert coordinates, go to satelite mode -> you will see building that looks exactly like E :D
