I will suggest start at lv1, which is almost no restriction.

Depends how you see it. From the way I see it, you can either go with an SG check for some basic things to avoid "leechers leechers" and rule breakers or you can go a similar way with levels since it's actually quite easy to get the first 3-4 at least, imo. From there it gets progressively harder to get levels so it's entirely up to you.

well, i only make giveaways that have level one if i believe the game is worth it - for example it's really popular and pricey.

On the one hand, level 1 means giving away one game.
On the other, if a level 0 wins a couple of games, and is able to sell any cards generated, they can buy a very cheap game to giveaway and become level 1.

I'd say level 1 so that there is less chance of winners not even knowing how the site works (and then you have to chase them down/explain how to activate codes/etc...).
Then again we all were poor level 0s at some point.

When I first joined, it was for a Private giveaway via a Steam link. I saw that the requirement was Level 1, so I assumed that all giveaways were Level 1 and above. It didn't dawn on me that there were Level 0 giveaways. I felt quite derpish.

We were all level 0 at soe point...
...but on the other hand it seems to me, that especially level 0 people did not read descriptions...
Maybe Level 1, since you can reach that with only one giveaway...
...but maybe it's enough to make invite only giveaways (trains) via the forum...
