Definitely reminds me of the Dragon Quest series. Doubt it's from that though.

I can assure you it's not from Tales of Symphonia, I played it long enough to be certain of this. Another Tales of, maybe, I only played Phantasia, Symphonia and Graces. It's not one of the recurring themes though...
And it would seem mecorx doesn't know where it's from either, so no hints other than "old, from before 2008, Japanese/Korean, anime/game", only our pool of knowledge. We can only guess a few things from here I'm afraid.

More importantly, it says it's used for "characters' entrances and exits" and "scenes taking place apart from the main action."
I'd say it hints that the music is from an old JRPG, it would indeed fit perfectly for a victorious character's entrance.

Haven't found it yet, but here are the game OSTs I've already checked (I've just checked the songs that are about 2:30 to 3 minutes long):

I think I got a proper test, and got no response. Not surprising for an OST, but still disappointing.
So, i've narrowed it down a bit. I think it might be off the OST of http://www.mobygames.com/game/fantasy-tennis. I know it's a shot in the dark, but that's what the search hits I've seen after filters indicate. However, I've been unable to find the OST, so I can't confirm. After some searching, I found the OST, and I don't think it's accurate after all. Nevermind.
