Well, speaking as a skeleton of sorts..
Other than mainstream Final Fantasy titles (ie, a few less well recieved spinoffs are exceptions) and a few other premier lines (Kingdom Hearts, Dragon Quest, etc), Square Enix is totally fine going down to -75% (or even -80% or -90% if it's a western release they published, like Life is Strange) for older or more obscure or unfranchised titles. Even mainstream Final Fantasies (barring the newest offerings, of course) have gone down to a consistent -60% in recent years.
That said, they thus far have done such shifts over the entirety of their publishing, not on a per-game basis (ie, if one game goes 5% lower on lowest, then basically all games from that timeframe or older have also dropped similarly- for example, all affected Final Fantasy titles dropped to -60% from -50% practically all at once), and the drops have been very, very gradual.
So from that alone, it's very unlikely to see a drop to -90% on Chrono Trigger (since that'd need Square Enix to both lower their overall cap for older JRPG reductions, and be willing to drop non-Western titles to 90% off, both things there's no clear expectation of them doing).
But, moreso, the price reduction's specifically being done in honor of Chrono Trigger's 30th anniversery, so..
There's been talks of a Chrono Trigger remake for some time, same as for remakes of FF6, FF8, FF9, and FF10; Thus far, nothing official's been stated for any of them, other than some "what would you consumers like to see if we did do such a remake" questions being thrown out.
So, in short, unless a CT remake is made and they discount CT further as a result of that, or you wait another 10 years for the 40th anniversery, any hopes of seeing a better discount within the next 10 years are at the "wish upon a star" level of baseless hope in wish fulfillment. It's possible, but definitely don't count on it. It's also worth noting that Square Enix has a reputation of removing older versions of games after releasing new versions- they didn't do it for Final Fantasy 7, so there's no precedence for them doing it for remakes, but nonetheless, it's still a possibility to consider.
PS: Other than the long, long discontinued Square Enix mystery boxes, done through Square Enix themself, I don't believe Square Enix has ever participated in any bundles (barring of course with western titles like Life is Strange). Similarly, Capcom's main Japanese division (ithat is, Consumer Games Division 3- Division 2 handles "multiplayer" oriented games like Street Fighter, Division 1 "international" games like Resident Evil and Strider) isn't known for bundling its games (eg, Monster Hunter, Ace Attorney) either.
TL;DR: If you're wanting the complete original (minus two cutscenes removed from the PS/DS release) version any time soon, now is probably the best time to get that version of Chrono Trigger off of Steam. Otherwise there's not much reason to not wait on the potential remake instead, unless you're wanting to be a purist (insomuch as the post-SNES releases can be considered such).
