Level 0-1 started after them. They were just slower. Now they dominate. Also, false Collector's bundles seem to have started popping up.
So far it is the standard freebie game rush, with some surprising amount of mid-levels in the mix..

I have Blacklisted and Reported 20+ people for Tropico 4 alone and all the people from the Fake Colours GA. People are either too stupid to think they will get away with it or blatantly not read the rules and don't care
