We cannot comment on User Reports so I'll answer your question here.

If you come across a winner with a private profile, merely send a reroll request stating that you want us to check. The site keeps track a User's library via the weekly sync, so we can check for transgressions without waiting for them to make their profile public. If we find anything, we apply the suspension and grant the request. Otherwise, we will deny the ticket, stating the User is in the clear.
