it allowed a small mistake, Russia is not included in the CIS
We have a lot of games that have a Russia-CIS region activation(99,99%), but there are exceptions, for example the game "Max Payne 3" and the game "Spec Ops: The Line" in Russia sold only for Russia ... (Regional lockout activation and launch)
please add 3 regions
1) CIS
2) Russia
3) Russia & CIS

Russia is included in the CIS, it's just called "CIS", not "Russia & CIS" http://www.steamgifts.com/regions/cis
But imo the name is a little confusing, and if it was called "Russia & CIS" then it will be more specific.
And I checked on Steamdb that thing you said about Spec Ops, yeah there is Spec Ops RU and another for CIS.

There are a lot of different variations of restrictions, especially on keys so we cannot include them all. Some more might be included in the future, depending on how often they are used though.

in this case it would be better to call the region as the "CIS & Russia" (or "Russia & CIS"), it will be correctly =)

Other than the name confusion, Russia is included there. If the name includes RU, users might assume it's fine to post RU only giveaways there, which currently is not supported.

I don't know how to feel about it. From one point, it's really awesome for South America who has been excluded for past month due to new Steam policy, Nuuvem for example. On the other hand, won't it lead to overgrowth of some regions when some will fade into oblivion?

Why would that be? The only difference is that people who couldn't buy region-free games can make giveaways again. Region-free games will still be available to everyone, but now they're adding the ability to gift region-locked games too.

Will region restricted GAs contribute to my SG level using US steam store prices or steam store prices for the region they're restricted in (since there is a difference between these two)?
If US steam store prices will be used for calculating SG level, any chance it will be retroactively changed in the future and creators of raffles with region restricted gifts will lose some level progression?

Currently region restricted giveaways contribute the same amount of value to your level as region-free giveaways.
If the value of region restricted giveaways will change in the future, it is currently impossible to tell if it will affect every restricted game retroactively.

Are there any plans to add North America to the region restricted list? I know that gift copies from the steam store are ROW, but there are a few retailers like Amazon, Newegg or GameStop that sell retail steam keys locked to North America. Hi SG, we have an exciting update for the community today, allowing users to create giveaways for gifts or keys that are region restricted.
How do I create a region restricted giveaway?
If you visit the create a giveaway page, you'll see a new section with the name Region Restrictions. At the moment you're able to select from five different regions: Poland, RU+CIS, SE Asia, South America and Turkey. This list will likely expand in the future to include other popular regions that are available. If you have a gift or key for a region that's not listed, we ask you not to post it at this time. Giveaways incorrectly listed, or region restricted giveaways created before this announcement will be removed.
How do I know if a giveaway is region restricted?
Region restricted giveaways appear in the giveaway list with a globe icon, and you'll notice the region name is visible next to the icon when viewing the giveaway. If you click these icons, you'll see a list of countries within the corresponding region. You'll only see giveaways on the homepage that are region free, or giveaways that are within your region. If you try to view a giveaway for another region, you'll see an error message.
How do I specify my region or change it?
As of yesterday, users select a country when registering on SG, setting their Steam region. If you're already registered, your IP address determined your country, and it can be viewed on the account page. Please double check this is accurate, and you're entering to win giveaways for the correct region. If the country is incorrect, and you're entering giveaways for another region, you'll be unable to redeem any games that are won, and we require all gifts or keys to be activated on your Steam account. If you need the country to be modified, please submit a ticket, and we'll adjust it for you.
Do region restricted giveaways contribute to my SG level?
Yes, region restricted giveaways function the same as every other giveaway, and follow the same rules for calculating value.
