There is nothing whatsoever in Ultimate that will effect performance for games.
Unless you really need Active Directory related functionality, XP Mode, bitlocker or on the fly language switching there is nothing that 99.9% of people would care about between Home Premium/Ultimate.

Well, Home Premium 32 bits can only go up to 4 GB of RAM.
Home Premium 64 bits can go up to 16 GB RAM.
I don't remember the other versions, but Ultimate 64 bits can go up to 96 GB of RAM.
But running Skyrim on max. settings is not difficult at all, even with the high-res DLC and several mods. I have 8 GB of RAM, an old nVidia Geforce 9600 GT (1GB) AND, and I'm proud of this one, a Phenom II with 6 cores (total of 19.4 GhZ) and I run it like it came out in 1992.

Maximum physical memory (RAM) (x64) is for 64bits, and Maximum physical memory (RAM) (IA-32) is for the 32bits versions.
In a glimpse: lowest is Win 7 Starter 32bits with 2GB of RAM, highest is Win 7 Ultimate 64bits with 192GB of RAM.
Your Home Premium 64bits goes to 16GB.

Actually, I have Home Premium 32 bits and have 8 GB of RAM

Nope it's 3GB, I have 4GB Ram and can only use 3, but I have to use the 32bit Windows because the programs we needed for school didn't work with 64bit OS.

You should check under System (Control Panel -> System) if you have 4GB or 8GB registered.
I always wondered if this number was what Windows required or if it was what it supported. I finally got around to asking a single guy who knew this subject, and he said Windows does not know how to use the excess RAM, so it's sitting around doing nothing.
If you want to upgrade, there's always Ctrl+c Ctrl+v (yes, I'm trying to get it accepted as a synonym for Piracy).

560Ti is a decent amount faster then the HD5850, nothing dramatic but it's definitely a solid jump up.
Should be able to max out almost everything at 1920x1200/1080, will usually be able to add on a fair degree of FSAA as well. Very few games will have any issues being maxed out at such resolutions.
Push the resolution up any higher and you'll probably have to drop the quality in some games.
560Ti is a nice overclocker as well if your willing to go that route, I presume you're already planning on overclocking the processor if you paid the price premium for the K variant.

You are using one card for one monitor. I hope you are overclocking the hell out of it as the card is the minimum for eastern European games. Multiple monitors need at least two better cards with maybe 2GB VRAM. My specs are just about equal and clocked pretty high. Since you got an i7, money doesn't seem like an issue.

The 560ti will support 2 monitors at once but has slots for 3 to be connected. If you want to run all 3 at once though you will have to SLI it or get a card that is multi-gpu or 600 series (The new GTX 680 supports up to 4 monitors at once).

Oh yeah if he is running a multiple monitor game he def. has to upgrade. I was talking about gaming on one of the displays and having the secondary on for extra stuff like vent/chat/whatever. When I had the 560ti on loaner I used 2 monitors (1 being the game, the others being extra stuff) with no issue.

Get ssd for system and programs, use 2tb as filestorage. Get better vcard, for example 7950.
inb4 bragging rights

Well, it doesn't look like money is problem for him because not everyone has money for this kind of PC too.:D For example, I have my crappy laptop for 5 years and it can't run anything new. Even Solitaire that came with Windows is lagging for me. But I don't have money for a new PC so I live with this one.
I think SSD would be a good purchase and they really aren't that expensive if you buy used one that hasn't got defects.

Can you run it? Best site on the entire world to scan ur hardware and see how games work on your pc.

What res do you play at? I have a worse CPU but the same GPU, and I can max most games, and if i can't I just turn a few settings down and games run great, @ 1080p. Don't be expecting to max BF3 @ 1080p with 60+fps. 1GB VRAM will be your biggest enemy in VRAM hungry games.

Pretty much all the games. I have a much lower spec laptop (and we all know that laptops are supposedly shite for gaming - right...?) that can run Skyrim at High (it defaults to high) with the official HD tex pack AND the Realistic waters mod... with a decent framerate.
Before people say you can't run HD tex pack and other graphical mods, you can you simply edit the .ini to read the HD tex pack as a standard piece of graphic modelling rather than as a mod, which is how Bethesda and steam implement it.
