When trying to send the gift, STEAM does not allow me and informs that it is not possible to send the gift, as it informs the price difference between the regions. But the person I'm trying to send the gift to is from the right region.

how should I proceed?

This happened to me once, a friend in Europe tried to send me a gift (I'm also in Europe) and it was the same price and same sale discount but they just couldn't send it because of a "difference" even though there wasn't any. We just gave up after a while :/

ask them if its ok for a re-roll, or try and purchase an international key from an online store (amazon, humble) - fuck knows why valve refuses to incorporate some kind of 'pay the difference to match the local price' function in gifting... laziness probably. that and a massive hate for their customers.

countries have different prices, regions aren't the only thing you need to check.

Yeap since Steam allowed us to pay in local currencies we cant send gift outside our own country anymore, the old LATAM region (South and Center America + Mexico) are no more, you still can send games as keys buying from resellers (still you need to double check the restrictions like happen sometimes in HB), but not from Steam.

That's not true, we can still send outside of our country but the price difference can't be more than 10% (or something like that)

Yes is true (the 10% is a lie from Valve or at least dont apply in my country), i cant send games outside my country anymore since Valve start to accept payments in my currency, i can only send keys or old giftables but nothing more. Even in the days when i have to pay in USD and the prices was exactly the same as the USA store i was not able to send gift to USA. And as far as i know same happen with brazil, valve acept payments in R$ (Reales), was one of the 1st countries in the region who was able to do that.

This week I got 2 gifts from people, 1 of them from Germany and 1 from England while I am from the Netherlands.
So with that I can say for sure that gifting outside your country is still ok.

So no idea why it doesn't work for you, Valve can be weird sometimes.

Or you could try to trade it with someone who has a copy left from the Humble Monthly.
