How do I create a Giveaway? I don't see any option to create a giveaway

Nothing appears in the top left corner, and I have read the FAQ multiple times.

Click on the arrow pointing downwards on the Giveaways button in the top left corner it shows more options then.

yeah I just worked that out.
All the other pages have a green button on the main page, but not on the giveaway page you have to select the down arrow. Dumb!
