Every GA creator should send the key/gift for the Steam item the giveaway is for - be it DLC or full game. In any other situation they should be reported for misleading/fake giveaway.

you don't need to ask, enter all giveaways and if it happens to be just the dlc, mark as not received.

If it is clear that the giveaway creator intends to give something other than the item for which the giveaway was created, that is called a "fake giveaway." When we find one of those, Support deletes the giveaway and suspends the creator.

SG is full of nice people who will try to warn the creator of his/her mistake. If the creator fixes the problem before we come across it (by filing a ticket for "delete giveaway"), he/she will avoid suspension.
